SDHLC&EC was established in 1977, by a consortium of twelve lending institutions as a response to an outcry from the community against redlining and discrimination. The organization was designed from its inception to meet the credit needs of very low, low to moderate income persons with particular emphasis on disabled persons and people of color, by providing information to mortgage deficient neighborhoods about various loan programs available to them and pre-qualifying potential homebuyers for these programs. SDHLC&EC has evolved into a comprehensive housing counseling agency serving the entire County of San Diego. SDHLC&EC provides housing counseling, homeownership education services, economic literacy training and individual development accounts to all residents throughout San Diego County. Its targeted communities are the low to moderate income with particular emphasis on people of color and disabled persons. It is evident that SDHLCS client base is directly proportional to San Diego s demographics, particularly in terms of race/ethnicity, income, and persons with special needs. Furthermore, it indicates that SDHLCS is serving its targeted communities. SDHLC&EC data also shows that low to moderate income individuals or families through effective housing counseling services can achieve their housing goals.
